ISCA GDUFS Partnership Opens Career Paths in Accountancy

The Institute of Singapore Chartered Accountants (ISCA) and Guangdong University of Foreign Studies (GDUFS) have signed a Memorandum of Understanding to deepen collaboration in accountancy education and professional talent development between Singapore and Guangdong.

The agreement was formalised in Singapore during the 16th Singapore-Guangdong Collaboration Council Meeting, highlighting the strategic importance both sides place on education, professional services and cross-border talent mobility.

Under the partnership, GDUFS’s Accounting, Auditing and Financial Management programmes will seek accreditation under the Singapore Chartered Accountant Qualification (SCAQ). Once accredited, graduates of these programmes will receive fee waivers for five SCAQ Foundation Programme modules. This creates a clearer and more affordable pathway for Chinese students to progress toward the Chartered Accountant of Singapore, or CA (Singapore), designation after completing the remaining requirements.

Beyond academic recognition, the collaboration opens practical doors for students. GDUFS learners will gain access to ISCA’s professional networks, industry events and membership benefits. Those pursuing the SCAQ route will receive study support, internship and job-matching recommendations, potential scholarships, and access to ISCA publications. The arrangement aims to give students early exposure to Singapore’s accountancy ecosystem and international professional standards.

Both institutions share a common goal of developing the next generation of accountancy professionals equipped with strong technical skills, professional networks and international experience. The five-year framework also covers continuous professional development. ISCA and GDUFS plan joint guest lectures, workshops and seminars for faculty, students and alumni. GDUFS staff and graduates will have access to ISCA’s specialisation programmes in areas such as financial forensics and sustainability, as well as subscription-based online learning platforms that help practitioners stay current with evolving standards and best practices.

ISCA President Lee Boon Teck described the partnership as a means of building stronger links between Singapore and Guangdong in accountancy education and talent development. “By connecting students with professional pathways, networks and industry exposure and opportunities in Singapore, we hope to equip the next generation of accountancy professionals with the capabilities and international exposure ready to contribute in an increasingly interconnected business environment,” he said.

Professor Yu Pengyi, Dean of the School of Accountancy at GDUFS, called the agreement an important milestone in the university’s internationalisation efforts. “By combining our strengths in language and accounting education with ISCA’s professional expertise and networks, we look forward to developing globally minded accounting professionals who can contribute across markets,” he stated.

The timing of the signing coincides with broader efforts to strengthen economic and educational ties between Singapore and Guangdong. The Singapore-Guangdong Collaboration Council serves as a key platform for advancing cooperation in multiple sectors, and the inclusion of accountancy talent development reflects growing demand for professionals who can operate effectively across both markets.

For GDUFS students, the pathway offers several practical advantages. Accreditation under SCAQ reduces both time and cost barriers to obtaining a recognised Singapore professional designation. Access to internships and job-matching support increases the likelihood of gaining relevant work experience in Singapore or with Singapore-linked firms. Membership opportunities and professional events help students build relationships early in their careers, while ongoing learning resources support long-term professional growth.

ISCA, as Singapore’s national accountancy body, administers the SCAQ programme and confers the CA (Singapore) designation under the authority of the Ministry of Finance. With more than 46,000 members across industries and a presence in over 40 countries, the institute maintains extensive professional networks and a strong focus on continuous learning through ISCA Academy. Its charity arm, ISCA Cares, further supports community initiatives within the profession.

GDUFS brings complementary strengths in language education and accounting training. Its location in Guangdong, a major economic hub of China, positions its graduates well for roles that require both technical accounting competence and cross-cultural communication skills. The partnership leverages these strengths to produce professionals capable of working in multilingual and multi-jurisdictional environments.

The five-year MOU provides a structured framework for expanding cooperation over time. Beyond the initial focus on programme accreditation and student pathways, the two institutions can develop additional joint activities in research, faculty exchange, and specialised professional training as needs evolve.
