Dubai continues to strengthen its position as a magnet for international talent. The latest intake of the Dubai Business Associates (DBA) programme has drawn an unprecedented 14,600 applications from around the world for just 23 places. The selected cohort, representing 15 countries, began the 12th edition of the fully funded nine-month programme this month.
The programme, run under Falcon and Associates, combines intensive training in strategy, business and leadership with real-world placements and consulting projects across Dubai’s public and private sectors. Participants also experience structured cultural immersion designed to give them an insider’s understanding of one of the world’s fastest-growing business hubs.
This year’s Associates come from Canada, China, Colombia, France, Morocco, India, Indonesia, Italy, Japan, Kazakhstan, Malaysia, Nicaragua, Russia, the United Kingdom and the United States. Their academic backgrounds are equally diverse, spanning engineering, cognitive neuroscience, public policy, international relations, finance, computer science and sustainability. Many hold degrees from leading institutions including the University of Cambridge, University of Oxford, Imperial College London, INSEAD, Tsinghua University, Peking University, Columbia University, Princeton University, Cornell University and UCLA.
Simon Corkill, CEO of Falcon and Associates, highlighted the significance of the numbers. “Dubai continues to attract ambitious people who want to be part of its growth and contribute to its future. The calibre and international diversity of this cohort reflect that appeal, while DBA gives them a unique opportunity to experience the city from within.”
During the nine months, Associates work directly with major organisations that shape Dubai’s economy. Partner entities include Emirates Airline, Dubai International Financial Centre (DIFC), Digital Dubai Authority, Dubai Department of Economy and Tourism, Dubai Future District Fund, Dubai Culture, Emirates NBD, Expo City Dubai, Oraseya Capital and the Virtual Assets Regulatory Authority (VARA). These placements allow participants to contribute to live projects while building professional networks at senior levels.
Rami Tawfiq, Director of Dubai Business Associates, emphasised the programme’s dual purpose. “Dubai Business Associates brings together talented people whose different perspectives reflect the international character of Dubai itself. By working on placements and consulting projects with organisations shaping the city’s economy, the programme develops globally minded leaders while building enduring connections between Dubai and markets around the world.”
Since its launch, DBA has created a growing global community. The first 11 cohorts have produced 350 alumni who maintain professional and personal ties to Dubai long after completing the programme. Many continue to collaborate with organisations they worked with during their Associateship or return to the city in permanent roles.
The selection process itself underscores the intensity of global interest. From tens of thousands of applications, only a small fraction advance to interviews and final offers. Successful candidates typically demonstrate strong academic records, early career achievements and a clear motivation to contribute to Dubai’s development while accelerating their own professional growth.
The programme’s fully funded structure removes financial barriers that often limit access to high-quality international experience. Participants receive support covering living costs, training and project-related expenses, allowing them to focus entirely on learning and contribution. This model has helped attract talent that might otherwise be unable to relocate for an extended period.
Dubai’s broader strategy of positioning itself as a knowledge and innovation hub provides important context. Initiatives in finance, technology, tourism, culture and future industries create a constant demand for skilled professionals who understand both global best practices and local dynamics. Programmes such as DBA help meet that demand by bringing in external perspectives while embedding participants in the city’s institutions.
Associates leave the programme with a combination of hard skills in strategy and consulting, soft skills in cross-cultural collaboration, and a personal network that spans continents. For many, the experience serves as a springboard into leadership roles either in Dubai or in organisations that maintain strong links with the region.
The 12th cohort’s composition also reflects shifting patterns in global mobility. Professionals from both established education systems in Europe and North America and rapidly growing talent pools in Asia, Latin America and Africa are choosing Dubai as a destination for career acceleration. The presence of participants from countries such as Kazakhstan, Nicaragua and Morocco alongside those from traditional source markets illustrates the widening geographic reach of the city’s appeal.
As Dubai continues to expand its economic diversification efforts, programmes that systematically attract and develop international talent are likely to play an increasingly important role. The record application numbers for Dubai Business Associates suggest that the city’s reputation as a place where ambitious professionals can gain meaningful experience and build lasting connections is resonating strongly on a global scale.

The current cohort will spend the coming months immersed in Dubai’s business ecosystem, contributing to projects that support the city’s ongoing development while preparing themselves for the next stage of their careers. Their collective experience will add to the growing body of alumni who carry Dubai connections into organisations and markets worldwide.

The strong response to the latest call for applications reaffirms Dubai’s status as a preferred destination for emerging global talent seeking both professional growth and the chance to contribute to a dynamic urban economy.
