ENOC Partners with Ministry to Boost Jobs & Skills Empowerment

  • ENOC Group, a leading integrated global energy player, has signed a Memorandum of Understanding with the Ministry of Community Empowerment to expand employment and professional development opportunities for eligible participants in the ministry’s empowerment and social welfare programmes. The partnership also covers youth engagement, specialised volunteering and capacity building, with the shared goal of supporting economic and social empowerment, strengthening workforce readiness and enabling individuals to contribute more actively to society.

    The agreement was announced on the sidelines of ENOC’s participation at Ru’ya Careers UAE 2026, which runs until 30 September at the Dubai World Trade Centre. The signing took place in the presence of Shamma bint Suhail Al Mazrouei, Minister of Community Empowerment, along with senior officials from both organisations.

    Under the terms of the MoU, the Ministry will identify and nominate eligible candidates for relevant opportunities and will continue to follow up on their empowerment pathways. ENOC will consider these candidates for available roles according to its recruitment requirements and business needs. The partnership will also create structured opportunities for practical training, workplace exposure and selected summer programmes, helping participants build real experience and prepare for future education and employment.

    The first phase of the collaboration will begin once the initial cohort has been identified and the official programme launch date is announced later this year. Participants will gain access to career opportunities across ENOC’s diverse operations, providing practical exposure to the workplace, relevant experience and a stronger foundation for long-term employment.

    Young participants aged 15 to 18 will have the chance to join selected ENOC summer programmes. These programmes are designed to offer early workplace experience, develop practical skills and help young people explore potential education and career pathways in a structured environment.

    Noor Abulhoul, Assistant Undersecretary for the Social Welfare and Empowerment Sector at the Ministry of Community Empowerment, emphasised the broader purpose of the partnership. “Our approach is rooted in the belief that financial stability is an essential part of a family’s long-term empowerment. We are therefore working to create a clear and connected journey for every beneficiary: understanding their circumstances and capabilities, building their readiness for employment, connecting them with the right opportunity, and continuing to support them after employment, so they can sustain their progress and build their careers.”

    She added that the collaboration connects beneficiaries with opportunities aligned with labour market needs while drawing on ENOC’s operational expertise. “This is the kind of integrated partnership that can create lasting social and economic value.”

    Hussain Sultan Lootah, Group CEO of ENOC, underlined the practical impact the partnership can deliver. “Access to the right opportunity can make a meaningful difference at the start of someone’s career. This partnership is about helping individuals gain the experience, confidence and exposure they need to take that next step, while opening clearer pathways into the workforce.     ENOC’s presence at Ru’ya Careers UAE 2026 also showcases the wide range of career paths available across the Group. Visitors gain insight into work environments spanning the company’s operations in Jebel Ali, Sharjah, Fujairah and its retail network throughout the Emirates. The exhibition provides a tangible platform for candidates to understand the diversity of roles and the professional standards expected within a major energy organisation.

    The MoU reflects a growing emphasis on public-private collaboration as a practical route to social and economic empowerment. By linking the Ministry’s identification and support mechanisms with ENOC’s ability to provide real workplace opportunities, the partnership aims to create a continuous pathway from social support to sustainable employment. Training and early exposure programmes for younger participants further strengthen the long-term impact by building skills and confidence at an earlier stage.

    Both sides have framed the collaboration as more than a recruitment channel. It is designed as an integrated system that begins with understanding individual circumstances, progresses through skills development and workplace experience, and continues with post-employment support.     As the first cohort is prepared and the programme launch date is finalised, attention will turn to implementation. Success will be measured by the number of participants who move into meaningful employment, the quality of the training and exposure they receive, and the degree to which the partnership contributes to a more inclusive and skilled national workforce. The MoU between ENOC Group and the Ministry of Community Empowerment establishes a clear framework for that work to begin.
