- PCUP and TESDA have partnered to expand access to technical and vocational skills training for underserved groups.
- The program focuses on urban poor communities, including resettlement and countryside areas.
- The training aims to improve employability and support sustainable livelihoods.
The Presidential Commission for the Urban Poor (PCUP) has partnered with the Technical Education and Skills Development Authority (TESDA) to expand technical and vocational skills training for urban poor communities across the Philippines. The two agencies formalized the collaboration by signing a memorandum of understanding aimed at improving access to job-ready education.
Under the partnership, PCUP will identify and endorse qualified beneficiaries from accredited urban poor organizations, urban communities, countryside areas, and resettlement sites. These beneficiaries will then be referred to TESDA’s regional and provincial offices to enroll in Technical Vocational Education and Training (TVET) programs and access the TESDA Scholarship Program.
The initiative seeks to equip participants with practical, industry-relevant skills that can lead to better employment opportunities, higher income, and long-term livelihood security. By expanding training access, the program also supports inclusive growth and workforce development among underserved populations.

Officials said the collaboration strengthens coordination between government agencies and ensures that skills training reaches those who need it most. The training programs will follow existing laws and guidelines to ensure transparency, quality, and equal access.
The PCUP-TESDA partnership reflects a broader effort to link education with employment, helping urban poor communities gain skills that match labor market needs and support economic mobility.
