The decree, which spans multiple chapters and detailed provisions, outlines scholarship eligibility, approved academic disciplines, selection procedures, funding mechanisms, academic performance requirements, and responsibilities of both students and educational institutions. Officials say the initiative is intended to encourage talented students to enter fields considered essential for the country’s next stage of economic and technological growth.
Under the policy, scholarships will be offered to Vietnamese nationals enrolled in full-time undergraduate, engineering, master’s, and doctoral programs across a broad range of strategic disciplines. The initiative also applies to institutions and administrators responsible for managing scholarship implementation and monitoring academic outcomes.
The government has identified 15 priority academic sectors eligible for support, including biology, mathematics, statistics, physical sciences, earth sciences, information technology, computer science, electrical and electronics engineering, telecommunications, chemical engineering, environmental engineering, construction engineering, mining engineering, materials science, metallurgy, and semiconductor-related programs.
The inclusion of semiconductor integrated circuit studies highlights Vietnam’s growing interest in becoming a stronger player in the global semiconductor ecosystem. As countries worldwide race to strengthen chip supply chains and develop advanced technology capabilities, Vietnam is increasingly positioning itself as an emerging destination for high-tech manufacturing and engineering talent development.
The scholarship framework introduces strict merit-based eligibility criteria aimed at ensuring only high-performing students receive support. Students enrolled in officially recognized talent-development programs will automatically qualify, while applicants in other strategic fields must meet rigorous academic benchmarks.
For undergraduate and engineering admissions, students may qualify through outstanding performance in national or international academic competitions or by securing high combined scores in mathematics and science-related subjects during national examinations. Candidates must also rank among the top-performing students nationwide within their academic category.

Graduate and doctoral students will be evaluated based on admission performance, academic achievements, and research contributions. Officials say the policy is designed not only to support academic excellence but also to encourage stronger research output and innovation capabilities across Vietnamese universities and institutions.
To continue receiving scholarships, students must maintain strong academic standing throughout their programs. Undergraduate students are required to complete minimum credit requirements annually while maintaining at least a “fairly good” academic grade average. Graduate and doctoral students must additionally meet institutional research and publication expectations.
The decree also includes strict conditions regarding program continuity. Scholarship recipients will not be permitted to transfer to non-priority fields unless exceptional circumstances are approved by educational institutions. Students who lose eligibility due to unauthorized transfers may be required to repay the full amount of government financial support received during their studies.
Financial support under the scheme varies according to academic level and field of study. Monthly stipends range from approximately VND 3.7 million to VND 8.4 million depending on whether students are enrolled in undergraduate, semiconductor, master’s, or doctoral programs. Scholarship duration will align with the standard length of each academic course.
Education analysts believe the initiative represents one of Vietnam’s most strategic investments in talent development in recent years. The move comes amid increasing global demand for highly skilled professionals in artificial intelligence, semiconductors, advanced engineering, clean energy, digital infrastructure, and scientific research.
The policy also reflects broader changes taking place across Asia, where governments are increasingly investing in science and technology education to strengthen economic resilience and reduce dependence on foreign expertise. Countries are now competing not only for semiconductor factories and AI investments but also for the highly specialized talent required to sustain future innovation ecosystems.
Vietnam’s scholarship expansion is expected to benefit both students and the country’s industrial ambitions. By encouraging more young people to pursue careers in engineering, computer science, and scientific research, policymakers aim to create a stronger domestic talent pipeline capable of supporting advanced manufacturing, digital industries, and research-driven economic growth.
The decree will officially take effect from July 15, 2026, and will apply to students admitted from 2025 onward. Scholarship disbursements are scheduled to begin in September 2026.
