- New MoU signed to build a kindergarten under India’s Quick Impact Projects

Cambodia and India have signed a new Memorandum of Understanding to build a kindergarten in Koh Kong Province, marking another step in their expanding development partnership with a strong focus on education.
The agreement covers the construction of a kindergarten at Peam Kay Primary School in Phnhi Meas commune. The MoU was signed by Koh Kong Governor Chhi Va and India’s Ambassador to Cambodia, Vanlalvawna Bawitlung, on behalf of the Indian Ministry of External Affairs. Provincial leaders and local officials attended the signing ceremony.
Under the project, a kindergarten with two classrooms and proper sanitation facilities will be built to serve children aged three to five. The facility aims to offer a safe, inclusive, and engaging learning space, helping young learners build early cognitive, social, and foundational skills. Local authorities say the project will support long-term education outcomes by preparing children for primary schooling at an early stage.
The kindergarten project follows India’s recent support for healthcare infrastructure in the province, including a maternity care center at Koh Sdach Communal Hospital. India has also contributed to mine clearance efforts in the region, improving safety and opening up livelihood opportunities for local communities.

Cambodia remains a key partner under India’s Act East Policy. Through the Mekong-Ganga Cooperation framework, India supports several Quick Impact Projects each year in areas such as education, health, sanitation, agriculture, and women’s empowerment. Many of these projects focus on building skills and improving access to basic services at the community level.
The new kindergarten is expected to play a small but meaningful role in strengthening education pathways and future workforce readiness in Koh Kong.
