New Guidelines Issued for Scholarships, Loans, and Grants in Higher Ed

  • The Cabinet of Mongolia endorsed the amended Regulation on Granting Scholarships, Loans, and Grants for Higher Education Institution Students, and the Minister of Education of Mongolia Naranbayar Purevsuren was ordered to include the necessary funds into the State Budget of every year, and to oversee the utilization of the funds and exercise guidance and administration over the implementation of the Regulation.

    The Regulation was amended to enact the objectives outlined in the Resolution No. 03 of the State Great Khural's Standing Committee on Education, Culture, Science, and Sports, the 'Human Development Policy' and 'Governance Policy Ensuring Human Rights' of the Government's Action Program 2024-2028, and to adhere to the stipulations of the Law on the Rights of Persons with Disabilities and the Law on Herders. The standards for the scholarships and grants awarded under this Regulation were brought in line with those of the 'President's Scholar-2100' Scholarship and top international scholarships of major universities. The amendments to the regulation are likely to facilitate the potential of domestic educational institutions and offer opportunities for highly educated youth to work and reside in their home country after graduating abroad.

    The amendments are to both assist the capacity of local higher-education institutions and to provide the conditions for highly educated young individuals to study abroad and subsequently to live and work in Mongolia. From 2026, the Education Loan Fund (ELF) will provide its current bachelor-level study loans abroad for study at top international universities via a "2+2" program format, and it will also offer study abroad master's and doctorate loans.

    Article 15.6 of the Law on the Rights of Persons with Disabilities provides that the Educational Loan Fund must pay for sub-bachelor, bachelor's, master's, and doctoral degree studies for citizens with disabilities who acquired the right to study at local and foreign universities and colleges. To achieve this, the updated regulation substitutes the previous quota scheme with a new one that supports individuals with disabilities who get acceptances from the world's leading universities. There are 436 students with disabilities studying in local universities during the 2024–2025 academic year.

    The Law on Herders dictates that a single child of a herder who has worked for a minimum of 10 consecutive years will receive a scholarship to pursue studies in animal husbandry, nutrition, and pasture studies at public institutions of higher education. The new Regulation dictates that scholarships will be awarded to persons eligible as outlined in the Law on Herders. This scholarship is intended to be offered beginning September 2025.
