CHED Pushes Unified Reforms for Philippine Higher Education

    • CHED held the Higher Education Summit at SMX Clark to advance unified reforms under its ACHIEVE Agenda, bringing together leaders from state, local, and private institutions.
    • The summit focused on future-ready education through lifelong learning, digital transformation, research, innovation, and internationalization to prepare students for complex, evolving global challenges.
    • CHED emphasized stronger coordination across all institutions to create a cohesive, competitive, and sustainable higher education system aligned with national and global priorities.

The Commission on Higher Education (CHED) is spearheading efforts to reform the country’s higher education landscape through its ACHIEVE Agenda, as highlighted during the recent Higher Education Summit held at the SMX Convention Center in Clark. The three-day event brought together leaders from state universities and colleges, local institutions, and private higher education providers to explore strategies for strengthening Philippine tertiary education amid rapid technological, economic, and social changes.

With the theme 'Achieving Sustainable Futures: Transformative Higher Education for Human Capital, Innovation, and Global Responsibility', the summit underscored the pivotal role that universities and colleges play in shaping a sustainable and globally competitive future. It also provided a platform for academic leaders to engage in meaningful dialogue about how higher education can adapt to evolving societal needs and prepare students for careers in an increasingly complex world.

CHED Commissioner Myrna Mallari remarked that the summit serves as a crucial space for reflection on the changing responsibilities of higher education institutions. “Across the country today, millions of Filipino students are preparing for a future that is far less predictable than it was even a decade ago”, she said. Mallari emphasized that advances in technology, shifting industry demands, and evolving learning environments are transforming both how education is delivered and what it means to be educated. “These developments are redefining what it means to lead a higher education institution”, she added, highlighting the importance of institutional agility and innovation.

Over the course of the summit, participants delved into pressing priorities for the future of higher education, including lifelong learning, human capital development, digital transformation, internationalization, quality assurance, research &innovation, and public service. All these discussions were anchored in CHED’s ACHIEVE Agenda, which outlines the commission’s strategic reform priorities to build institutions that are future-ready and capable of responding to both national and global challenges.

CHED Chairperson Shirley Agrupis reinforced the summit’s purpose, emphasizing the need to align all higher education institutions under a unified framework. “The ultimate objectives are to align all higher education institutions into one framework and address the pain points in higher education,” she said. Agrupis noted that stronger coordination across state, local, and private institutions regardless of size is essential for transforming the sector and ensuring that Philippine higher education remains relevant and competitive on the global stage.

The summit featured plenary discussions, breakout sessions, and exhibits showcasing innovative programs and best practices from government agencies and higher education institutions. Through these collaborative exchanges, CHED aims to foster stronger partnerships among policymakers, academic leaders, and other stakeholders. The goal is to create a higher education system that not only supports national development but also equips Filipino learners with the skills, knowledge, and experiences they need to thrive in a rapidly changing world.

As the ACHIEVE Agenda continues to guide reforms, the summit highlighted that the future of higher education in the Philippines hinges on cooperation, innovation, and a shared commitment to nurturing human capital capable of meeting global challenges.
