Abu Dhabi ADEK Advances AI Literacy Across 170+ Private Schools

Abu Dhabi Department of Education and Knowledge (ADEK) is accelerating the rollout of its comprehensive AI Literacy initiative across more than 170 private schools in the emirate. The programme establishes a progressive model of AI entitlement that develops students’ capabilities from kindergarten through Grade 12, while placing student wellbeing and cognitive agency at the centre of every stage.

In the early years, learning centres on critical and logical thinking through age-appropriate, screen-free experiences. As students advance, they gradually engage with AI tools, learn to evaluate outputs, design AI-powered solutions and understand the responsible governance of intelligent systems. Throughout the journey, AI is positioned as a tool that supports and extends human thinking rather than replaces it. Clear guardrails are designed to prevent over-reliance and protect students’ independent problem-solving abilities.

By Grade 12, learners progress to designing AI systems and scalable solutions, moving from users of the technology to active contributors to its development. At the heart of the initiative is a purpose-built, human-centred framework that positions students as co-creators of AI systems and applications, guided by ethical judgment and responsible citizenship.

The framework defines clear learning outcomes across four key strands: AI conceptual understanding; critical evaluation and informed interaction; AI solution design and development; and responsible governance, data privacy and societal impact. Its development has been informed by leading global and national institutions, including the Organisation for Economic Co-operation and Development (OECD), the Massachusetts Institute of Technology (MIT), Microsoft and Khalifa University of Science and Technology, ensuring it remains rigorous and internationally benchmarked.

This framework is translated into practice through a dedicated AI curriculum that balances the “know-how” and “know-why” of artificial intelligence. The learning progression is anchored in four AI learner profiles: AI Aware Explorer in the early stages, AI Literate Thinker, AI Solution Builder by Grade 8, and Systems & Solutions Designer by Grade 12. Schools receive a complete suite of year-long lesson plans and teacher toolkits. They may integrate the curriculum within existing subjects, adopt a hybrid model or offer it as a standalone programme, providing flexibility while ensuring students meet the required outcomes at every stage.

To establish baselines and track progress, ADEK has introduced the AI Growth Test, a standardised school-level assessment conducted twice a year for students in Grades 4–12. The test measures AI knowledge and skills, helps schools identify individual and cohort-level needs, and informs targeted bridging lessons where gaps appear. These bridging materials enable students to build the foundations necessary to progress confidently through the curriculum.

Underpinning the entire initiative is ADEK’s in-school Technology and AI Policy, which sets clear requirements for the adoption and use of AI and digital technologies in private schools. Schools must use approved AI learning tools, maintain appropriate digital infrastructure and ensure staff possess the capabilities needed for responsible implementation. The policy establishes safeguards across six priority areas: data protection and student privacy; cognitive agency; academic integrity; human oversight of AI-generated decisions; content safety and cultural alignment with UAE values; and algorithmic fairness.

These measures aim to ensure that AI enriches learning and strengthens students’ capabilities while preserving the essential role of independent thinking, judgment and decision-making. The policy reinforces that technology should serve educational goals rather than dictate them.

Recognising that teachers are central to successful implementation, the initiative includes a structured three-level professional development programme targeting 19,000 educators. Level 1 is mandatory foundational AI literacy training covering core concepts, responsible and ethical use, prompting skills and practical classroom applications, including how AI-powered tools can support teaching and targeted interventions across subjects. Level 2 offers optional training for heads of department focused on integrating AI into teaching and learning. Level 3 provides advanced mastery training for a designated AI Lead in each school, building internal expertise to support colleagues and sustain implementation.

Teachers are further supported by a comprehensive resource package that includes the syllabus, learning outcomes, lesson plans, teaching materials, assessment guidance, implementation resources and structured bridging content. This enables consistent, high-quality delivery across all participating schools.

ADEK’s AI Literacy initiative marks a significant shift from treating artificial intelligence as an optional classroom tool to embedding AI literacy as a core component of education in Abu Dhabi. By combining ambitious learning outcomes with a dedicated curriculum, standardised assessment, robust policy safeguards and extensive teacher development, the programme seeks to develop confident, values-driven learners who can harness AI critically, act ethically and contribute to the prosperity and wellbeing of Abu Dhabi and the wider world.
