Malaysia education solutions provider Sasbadi Holdings Berhad (SHB), represented by its subsidiary Sasbadi Online Sdn. Bhd. (Sasbadi), has entered into a joint venture cum shareholders' agreement with Agmo Holdings Berhad (AHB), represented by its wholly owned subsidiary Agmo Capital Sdn. Bhd. (AGMOCAP), to collaborate in developing a huge language model (LLM) specifically for Malaysia's education landscape.
SHB stated in a Tuesday release that this strategic alliance has been documented through a joint venture agreement designating Penerbitan Minda Sdn. Bhd. (PMSB), which is now a wholly-owned subsidiary of SASBADI, as the joint venture company. In this arrangement, SASBADI and AGMOCAP will have 55 percent and 45 percent equity interests in the joint venture, respectively.
The project is a significant milestone in achieving Malaysia's vision for data sovereignty and digital education system powered by artificial intelligence (AI), aligning with the National Artificial Intelligence Roadmap 2021-2025, the Malaysia Digital Economy Blueprint (MyDIGITAL), and the Digital Education Policy.
SHB Group will provide its huge digital educational assets, own content, and domain knowledge under the joint venture agreement to train and fine-tune the model. The model will be mapped to Malaysia's National Curriculum and aligned to facilitate personalized, bilingual learning opportunities for Malaysian pupils and teachers.
AGMOCAP, in the meantime, will take the lead in developing and sustaining the model, managing its architecture design, dataset incorporation, and performance tuning. The model will be using cutting-edge AI methods like Natural Language Processing (NLP), Reinforcement Learning from Human Feedback (RLHF), and multimodal AI capabilities to provide precise, contextual, and adaptive user interfaces.

The partnership is working on creating the country's first education-focused LLM that will be able to drive AI-powered tutoring, adaptive learning systems, and smart content generation tools, which are a big part of the next phase of Malaysia's EdTech expansion.
This collaboration also puts both SHB and AHB at the center of Malaysia's AI and digital learning revolution, riding on the projected boom of EdTech and adoption of AI in Southeast Asia. With SHB's leadership in educational content and AHB's technical expertise in AI, the joint venture is set to provide commercial applications of the model in corporate training, language acquisition, and knowledge management, for both Malaysian and regional markets, with global export potential presenting new growth opportunities and regular revenue streams.
"This collaboration is a confident move in Sasbadi's digitalization journey. Together with Agmo's advanced AI strengths, we are developing a localized LLM that will transform Malaysians' learning, teaching, and engagement with knowledge this collaboration is not only aligned with the nation’s digital agenda but also reinforces Sasbadi’s long-term growth strategy in the AI and digital education sectors”, said Law King Hui, Group Managing Director of SHB.
Meanwhile, Tan Aik Keong, Chief Executive Officer of AHB, said the synergy between Sasbadi’s educational strength and AGMO’s technical excellence will drive innovation and create significant value for both the education ecosystem and their shareholders. "Together, we want to place Malaysia among the top regions in responsible and culturally appropriate AI development", he further stated.
