Singapore’s Ministry of Manpower (MoM) has introduced the Singapore Opportunity Index (SOI), a new data driven tool to help jobseekers find employers that offer real opportunities for career growth. The index also encourages companies to improve their workforce practices by making outcomes more transparent.
Developed in partnership with the Singapore University of Social Sciences (SUSS) and the Burning Glass Institute (BGI), the SOI pulls verified data from around 1,500 companies and one million residents.
It evaluates employers across five key areas of career progression, pay, hiring practices, employee retention, and gender equality. Based on their performance, companies are ranked as Career Launchers, Career Builders, or Career Anchors.

The goal is to give jobseekers clear and reliable insights into how companies support long-term career growth and fair work environments, especially important in a competitive job market. It also helps employers benchmark their progress and refine their talent strategies.
Insights from BGI show that employer practices play a major role in workforce outcomes, and that high performing companies can be found across all sectors, not just in large corporations. The study also found that there’s no single formula for success; instead, top firms use a variety of approaches to achieve strong results in employee development and retention.
By making career outcomes visible, the SOI aims to boost transparency, support smarter career choices, and raise workplace standards across Singapore.
