Jeonbuk National University is stepping up efforts to keep talented students and researchers in South Korea's regions by investing in artificial intelligence, advanced skills training, and stronger industry partnerships.
Located in Jeonju, North Jeolla Province, the university is working to change a long-standing trend in which graduates leave regional cities for better opportunities in Seoul and the surrounding capital area. Instead, it aims to create an ecosystem where students can build careers, develop skills, and access high-quality jobs without relocating.
Leading this effort is University President Yang O-bong, who sees regional universities playing a much larger role in the country's future workforce and economic development. “Regional universities have largely served as pipelines sending talented students to Seoul and the capital region,” Yang said during a recent interview. He added, “For Jeonbuk National University, this initiative is fundamentally about reversing the outflow of talent”.
The university's strategy aligns with the South Korean government's plan to strengthen regional flagship universities. Under the initiative, three universities will be selected later this year to receive substantial funding over a five-year period to boost research, innovation, and educational competitiveness. Yang believes the program goes beyond higher education funding and should be viewed as a national development strategy designed to create stronger regional economies through world-class universities.
According to the university, attracting talent requires more than academic programs. Students must also see clear pathways to employment, research opportunities, and career growth within their local communities.
To support that vision, Jeonbuk National University has been expanding collaboration between academia, industry, and local governments through its JUIC (Jeonbuk University-Industry-City) Triangle strategy. The initiative connects campuses across Jeonju, Iksan, Jeongeup, and the Saemangeum region with local industries to create stronger links between education, research, and employment. The approach has already helped the university secure more than 160 billion won in research funding while increasing opportunities for students to engage in real-world projects and industry-led innovation.
A major focus of the university's future growth strategy is physical artificial intelligence, an emerging field that combines AI with robotics, automation, and smart manufacturing technologies. Alongside physical AI, the institution has identified next-generation energy and advanced biotechnology as key areas for research and workforce development.
Yang believes these sectors will create new career opportunities for students while supporting regional economic growth. “Regional universities can become globally competitive institutions when they are closely linked with local industries”, he said. “Anchor companies can drive regional growth, attract talent and investment, and create a virtuous cycle that benefits both the local economy and higher education”.
One of the university's most significant recent projects is the establishment of a Physical AI Proof-of-Concept Manufacturing Technology Lab. Supported by 21.9 billion won in government funding, the facility will allow manufacturers to test and validate physical AI technologies before deploying them in production environments.

The lab is expected to provide students, researchers, and industry professionals with hands-on experience in cutting-edge technologies while helping businesses accelerate innovation.
The university's AI ambitions are also closely tied to growing investments in the region's mobility and manufacturing sectors. Officials believe the combination of AI, robotics, autonomous systems, and industrial partnerships can create a strong pipeline of future-ready jobs.
