Ministry Launches Digital Literacy Program For Primary Schools

    The Ministry has launched a Digital Literacy Program for primary schools to equip young students with essential digital skills from an early age. The initiative focuses on digital awareness, safe technology use, basic computing, and interactive learning tools, helping students develop critical digital competencies and preparing them for a technology-driven future.

    Cambodia is taking a major step toward strengthening its future workforce through the expansion of digital education, with the launch of the CoolThink@JC computational thinking education program aimed at equipping primary school students with essential technology and problem-solving skills. The initiative reflects the country’s growing commitment to preparing young learners for an increasingly digital world where coding, innovation, and technological literacy are becoming as important as traditional academic subjects.

    The program was officially launched by the Ministry of Education, Youth and Sport during a special event held in Phnom Penh. The ceremony brought together education leaders, representatives from the Hong Kong Jockey Club Charities Trust, members of the Hong Kong Charity Foundation Council, officials from the Hong Kong Teachers’ Association, and school administrators and teachers from participating schools in Phnom Penh and seven other provinces. Their presence highlighted the international collaboration behind a project that seeks to transform how technology is taught in Cambodian classrooms.

    At the heart of the initiative is a mission to introduce computational thinking, coding education, and digital literacy to students at an early age. Rather than simply teaching children how to use computers, the program focuses on helping them understand how technology works, how to solve problems systematically, and how to develop logical thinking skills that can be applied across a wide range of subjects and future careers.

    The CoolThink@JC program includes the introduction of specially designed learning materials for primary school students, along with investments in classroom technology, upgraded digital infrastructure, and the creation of after-school coding clubs. These coding clubs are expected to provide students with additional opportunities to experiment with technology, collaborate with peers, and develop creativity through hands-on learning experiences.

    Education Minister Hang Chuon Naron emphasized that the initiative is part of Cambodia’s broader strategy to build a sustainable and inclusive digital education ecosystem. According to the minister, the ministry’s Department of Digital Transformation has worked closely with the Hong Kong Jockey Club Charities Trust since both organizations signed a partnership agreement in June 2025. Since then, significant progress has been made in adapting the program to local educational needs.

    One of the most important achievements of the partnership has been the successful translation and adaptation of the CoolThink@JC curriculum and educational resources for Cambodian students and teachers. The materials have been customized for Grades 4, 5, and 6, ensuring that children can learn complex technological concepts in a way that is accessible, engaging, and culturally relevant. Teachers have also received resources specifically designed to support classroom instruction and improve learning outcomes.

    A key component of the initiative is the launch of a teacher training program, which aims to strengthen educators’ ability to teach computational thinking and digital skills effectively. By investing in teacher development, the program recognizes that successful educational transformation depends not only on technology but also on well-prepared instructors who can guide students through new learning experiences.

    Minister Naron stressed that school leaders will play a critical role in ensuring the long-term success of the project. He encouraged principals to take ownership of maintaining school technology infrastructure and ensuring that computer laboratories and digital equipment remain available and functional for students. He also urged school administrations to support designated teachers by establishing structured class schedules for technology instruction and creating vibrant after-school coding opportunities.

    As countries around the world accelerate their investments in STEM education, computer science education, and digital skills development, Cambodia’s adoption of the CoolThink@JC initiative represents an important milestone in modernizing its education system. By introducing young learners to computational thinking and technology at an early age, the country is laying the foundation for a future generation that is better prepared to thrive in the global digital economy and contribute to the nation’s long-term innovation and economic growth.
