The Provincial Local Government Unit of Nueva Vizcaya has opened applications for the SAGUT Scholarship Program, a full scholarship initiative supporting deserving students at Nueva Vizcaya State University.
In a powerful move to make higher education more accessible for financially struggling students, the Provincial Local Government Unit (PLGU) of Nueva Vizcaya has strengthened its commitment to youth empowerment through the ‘Gayyem Ti Umili’ or SAGUT Scholarship Program.
The initiative, which provides full scholarship support to deserving students of Nueva Vizcaya State University, reflects a growing effort to ensure that economic hardship does not stand in the way of educational dreams.
The scholarship program aligns with the broader educational vision of Ferdinand R. Marcos Jr., which focuses on expanding access to quality education and creating more opportunities for Filipino youth to pursue higher learning.
Governor Jose Gambito announced that applications for the scholarship program will officially begin on June 15, 2026, opening another chapter of educational support for students aspiring to build brighter futures through academic achievement.
Far more than a financial assistance initiative, the SAGUT Scholarship Program has become a symbol of hope for many families across Nueva Vizcaya. The program is specifically designed to support underprivileged yet deserving students who demonstrate the determination to complete their education despite economic challenges.
Implemented and supervised by the Public Employment Service Division (PESD), the scholarship continues to play a major role in supporting inclusive education within the province. Interested applicants may secure application forms and submit the required documents directly to the PESD office, where applications will undergo careful screening by the Provincial Scholarship Committee.
The initiative is open to both incoming first-year college students and currently enrolled learners at the Bayombong main campus and Bambang branch campus of Nueva Vizcaya State University. This wide coverage ensures that students from various municipalities within the province have equal access to educational opportunities.
One of the strongest highlights of the program is its extensive funding commitment. Backed by an annual budget of ₱18.75 million, the scholarship maintains 300 slots distributed equally across the province’s 15 municipalities, with 20 scholars allocated per municipality. Since its launch in 2018, the program has already helped produce 300 graduates, many of whom are now contributing to their communities and local workforce.
According to Dolly Rose Minas, supervising labor officer and head of PESD, more than ₱150 million has already been invested by the provincial government to sustain the initiative over the years. The continued allocation of funds reflects the province’s long-term vision of empowering students through education and reducing the financial burden faced by economically disadvantaged families.
Importantly, the scholarship program prioritizes sectors of society that often face the greatest barriers to higher education. These include children of solo parents, displaced overseas Filipino workers, persons with disabilities, rebel returnees, orphans, and students from financially struggling households.
By focusing on vulnerable sectors, the provincial government is sending a strong message about educational inclusivity and equal opportunity. The initiative recognises that talent and determination exist in every community, regardless of financial status.
