- The collaboration aims to strengthen Pakistan’s engineering workforce by bridging academic learning with real-world utility management and preparing graduates for long-term career growth.
The Water and Sanitation Agency of Lahore, along with the Pakistan Engineering Council, have signed an important memorandum of understanding that will help extend professional development opportunities to newly graduated engineers. The MoU ushers in a structured Graduate Engineer Training Placement Program that bridges the gap between academic learning and real-world engineering practice in Pakistan's water and sanitation sector.
The MoU was signed in a meeting presided over by WASA Lahore Managing Director Ghaffran Ahmed, who inked the instrument on behalf of the agency. PEC Additional Registrar Muhammad Ansar signed the document on behalf of the engineering council. The event was also witnessed by officials of both organizations, including WASA Director Mudassar Javed and PEC representatives like Punjab Vice Chairman Dr. Sohail Aftab Qureshi, Regional Head Engineer Muhammad Ansar, and Assistant Registrar Umar Ijaz, an indication of strong institutional support for the initiative.
In essence, the partnership aims to increase competence and employability among fresh engineering graduates through hands-on training in an industry that plays a crucial role in public health and urban development. PEC will nominate young engineers from all over Pakistan, selecting candidates from various engineering disciplines to join WASA Lahore for a five-month training placement. To this end, the collaboration ensures participants are drawn from a broad graduate pool and reflects a nationwide effort to strengthen engineering capacity.
Interns will be paid a monthly stipend throughout the training period, sponsored by PEC, to ensure adequate financial support for concentrating on skill development. The placement will embed trainees within WASA Lahore's ongoing technical, infrastructure, and service-delivery projects related to water supply networks, sewerage systems, treatment plants, and modernisation of operational processes. Such involvement will expose the trainees to the various dimensions of urban utility management, from technical troubleshooting and system optimization to field operations and project execution.

Hands-on work experience will be provided directly with WASA’s engineering teams, giving the trainees exposure to advanced technologies, contemporary engineering practices, and the operational challenges being faced by one of Pakistan’s major metropolitan water and sanitation agencies. It is envisaged that this experience will instill confidence, enhance practical understanding, and impart industry-ready skills to the graduates, thus complementing their academic qualifications.
The program is positioned as a stepping stone for young engineers in pursuit of long-term career growth and affords them the opportunity to build a strong foundation in a vital public-sector domain. For WASA Lahore, the initiative underpins the development of talent and brings new eyes into its projects, while PEC fulfills its mandate of promoting professional excellence and enabling graduates to transition smoothly into the workforce. Overall, the collaboration signifies a proactive commitment to strengthening Pakistan's engineering workforce, with a special emphasis on essential infrastructural areas at the core of delivering public services. Through their structured pathways for experiential learning, WASA Lahore and PEC are contributing to a more technically capable next generation of engineers prepared for the country's emerging development needs.
