China has inaugurated a new higher education institution dedicated entirely to emergency management, signaling a major push to build skilled talent for disaster prevention, safety, and crisis response. The University of Emergency Management was formally launched at a conference held in Langfang, Hebei province, in northern China.

Speaking at the event, Chinese Vice Premier Zhang Guoqing said the new university reflects a key national policy aimed at strengthening education and workforce development in emergency management. He noted that the institution will play a critical role in training professionals who can support the modernization of China’s emergency response system and protect lives and property.

Zhang emphasized that the university should focus on building job-oriented disciplines and majors aligned with real-world needs. These include areas such as workplace safety, natural disaster prevention and control, emergency rescue, and disaster relief. He said the goal is to ensure students gain skills that are directly applicable in high-risk and emergency situations.

A strong emphasis will be placed on practical training, alongside classroom learning. The university aims to produce graduates who combine solid theoretical foundations with hands-on experience, enabling them to respond quickly and effectively during emergencies. According to Zhang, this balance is essential to meeting the growing demand for skilled professionals in public safety and disaster management.

The vice premier also encouraged the university to work toward becoming a distinctive, world-class applied research institution. Beyond teaching, it is expected to contribute research, policy insights, and technical support to strengthen national emergency systems.

With climate risks, industrial hazards, and natural disasters increasing globally, the launch of the University of Emergency Management highlights China’s focus on education-driven preparedness and employment generation in critical public safety sectors. Graduates from the institution are expected to find opportunities across government agencies, rescue services, safety management roles, and disaster response organizations.
