Japan and the Philippines have signed a ₱134 million (¥356 million) education cooperation agreement to fund master's and doctoral studies for 19 Filipino government officials at Japanese universities in the 2027–28 academic year, strengthening human resource development and bilateral ties.
Japan has reaffirmed its long-standing commitment to strengthening educational and professional development opportunities in the Philippines through a new education assistance program valued at 356 million yen, or approximately P134 million. The funding will support nearly two dozen young Filipino government officials as they pursue advanced studies in Japan, further deepening the strong partnership between the two nations in the fields of higher education, human resource development, and public service.
The agreement was formally sealed on May 28 during the state visit of Philippine President Ferdinand Marcos Jr. to Japan. Japanese Ambassador Endo Kazuya and Philippine Department of Foreign Affairs Secretary Ma. Theresa P. Lazaro signed the exchange of notes for the Project for Human Resource Development Scholarship (JDS), a program designed to equip promising government professionals with advanced academic training and leadership skills.
Under the newly signed agreement, 19 Filipino government officers will receive funding to pursue master’s degrees and doctoral degrees at leading Japanese universities during the 2027-2028 academic year. The scholarship package will cover tuition fees, living allowances, travel expenses, and other academic-related costs, allowing recipients to focus fully on their studies and professional growth.
The Japanese scholarship program is part of Tokyo’s broader efforts to help developing nations strengthen their institutional capacities through education. By investing in the academic advancement of young government employees, Japan aims to help the Philippines cultivate a highly skilled workforce capable of addressing complex national challenges and contributing to sustainable development.
