Victoria University (VU) has taken a significant step in its global expansion by laying the foundation for its Delhi NCR Campus in Gurugram, Haryana. Once completed, this will be India’s first international campus to deliver education entirely through VU’s innovative Block Model®, a modern learning approach designed to enhance student success and prepare them for the future.
VU is among the first Australian universities to receive a licence from the Indian Government under the new National Education Policy (NEP) to set up a comprehensive campus in India. This initiative comes at a crucial time, as over 1.7 million Indian students score above 80 per cent in school each year, but face limited access to higher education and the high costs of studying abroad.
The new campus aims to provide Indian students with access to world-class Australian education at an affordable cost, reducing the need for expensive overseas travel and accommodation. By offering globally relevant courses and engaging with local industries, VU seeks to contribute meaningfully to India’s human capital development, producing skilled graduates ready to drive economic and social progress.
The campus, expected to open by mid-2026, will initially offer undergraduate and postgraduate programs in business, information technology, and research. Inspired by VU’s modern City Tower Campus in Melbourne, which was designed to deliver the Block Model, the Gurugram campus will follow the same student-focused, practical learning approach.
The VU Block Model allows students to study one subject at a time in small, workshop-style classes over four-week blocks. This approach, first introduced by VU among Australian universities, has shown excellent results, with undergraduate and postgraduate pass rates reaching 94%. The model has also been effective for first-in-family and disadvantaged students, gaining international recognition and adoption in countries like Malaysia and Sri Lanka.
The foundation-laying ceremony featured traditional lamp lighting and mango tree planting and was attended by dignitaries including the Federal Assistant Minister for Citizenship, Customs and Multicultural Affairs, Hon Julian Hill, VU Chancellor Hon Steve Bracks, VU Vice-Chancellor Professor Adam Shoemaker, and senior officials from India and Australia.

Hon Julian Hill highlighted the significance of the initiative, stating, “Victoria University is a leader in teaching, learning, and the student experience, including its unique VU Block Model and now its new campus in Gurugram, India will connect Indian students with these innovations”.
Chancellor Steve Bracks added, “This campus is about opening doors to opportunity. High overseas study costs and limited access to institutions leave many students in India without global education options – VU’s education and research offerings aim to change that. Bringing our VU Block Model to India offers students a proven pathway to success, one that is inclusive, industry-connected, and designed for the future”.
