Vietnam Moves to Build World Class Education with Global Expertise

    • Vietnam launches national programme to attract global experts and scholars

    Vietnam’s Prime Minister has approved a national programme aimed at attracting foreign experts and overseas Vietnamese scholars to contribute to the country’s higher education and vocational training sectors. The initiative, formalised under Decision No. 530/QD-TTg, focuses on strengthening academic and research capabilities while advancing Vietnam’s position in global education and innovation.

    The programme is designed to introduce targeted mechanisms and policies to recruit, utilise, and retain highly qualified international and overseas Vietnamese talent. It seeks to enhance Vietnam’s science and technology capacity, build a high-quality workforce, and promote deeper international integration in education and research. The broader goal is to elevate the country’s education system to an advanced regional and global standard by 2035.

    Under the plan, Vietnam aims to recruit at least 30 leading experts and scientists by 2035 who can spearhead breakthrough initiatives in education, scientific research, and technology transfer, particularly in strategic and core technology sectors. In addition, the programme targets the hiring of 500 experts for full-time roles at universities and vocational institutions, where they will serve as research leaders, laboratory heads, and programme directors in key fields.

    The initiative also envisions engaging around 1,500 experts and scientists in teaching, research, and collaboration activities, either in person or remotely, on a regular basis with Vietnamese institutions. This approach is expected to create a dynamic and globally connected academic ecosystem.

    To support these objectives, the government has outlined several measures, including strengthening institutional frameworks, building a comprehensive database to connect global talent, and promoting Vietnam as a credible destination for academic and research opportunities. The programme also emphasizes digital transformation, the adoption of advanced technologies including artificial intelligence, and the development of modern research environments.

    Further reforms will focus on streamlining administrative processes such as visas and work permits, while introducing competitive incentives, including salary structures, tax benefits, and recognition of international academic qualifications. Improved living conditions and support systems will also be provided to attract and retain talent.
