Ministry of Higher Education Launches Unified System for Student Training

    The Ministry of Higher Education and Scientific Research (MoHESR) has released Ministerial Resolution No. (173) of 2025, establishing a uniform regulatory framework for managing practical training programmes at higher education institutions (HEIs). The resolution aims at harmonizing higher education outputs with the labour market and maintaining the quality and effectiveness of training programmes.

    The new decision establishes an integrated system of governance where practical training is aligned with the priorities of national development, increasing transparency, accountability and the quality of higher education.

    The Undersecretary of MoHESR, Dr. Mohammed Al Mualla, added that the decision reflects the Ministry's determination to develop practical training so that graduates acquire skills that are consistent with strategic economic sectors.

    He stated, "Practical training connects theory and experience, empowering students with the skills to thrive and innovate in the workforce. The resolution grants clear guidelines of governance, which assures the programmes provide organized, hands-on training to ready students for the future".

    Dr. Al Mualla further added, "The new framework supports partnership between HEIs and training providers in the private and public sectors to provide high-quality, safe and interesting training under the watchful eye of experienced supervision. It sets effective controls to ensure meaningful results, equipping graduates with knowledge and practical skills to help drive the country's sustainable development.

    The ruling stipulates explicit responsibilities of HEIs in consolidating the regulation of practice training. It highlights collaboration with training providers in ascertaining that programs are fit for purpose and for achieving students' needs and institutional objectives, ensures secure and appropriate training places and demands supervisors at institutions and training providers' sites to be competent, experienced, and able to effectively evaluate student performance.

    Furthermore, the resolution calls upon HEIs to create well-defined training plans, formalize arrangements with training providers and track the performance of students through interim and final examinations and field visits. Relevant institutions are also to keep systematic records, submit detailed reports and put in place effective oversight mechanisms for practical training programs.

    The decision is in line with the UAE's vision of a competitive, innovation-oriented, knowledge-based economy with international best practices in higher education. It aims to equip graduates to succeed professionally, lead in fields of work, contribute towards a sustainable future for the UAE and compete regionally and globally.
