Multi Agency Collaboration Enhances Coordination On Skills Gap

    • Western Visayas agencies signed an agreement to tackle skills mismatch through stronger coordination in education, training, and employment sectors
    • The CARE Synergy Framework was launched to streamline career guidance, training access, job matching, and continuous skills development
    • The initiative coincided with a Labor Day job fair offering 7,000+ vacancies, with on-the-spot hires highlighting improved workforce collaboration

Key government agencies and career development advocates in Western Visayas signed a memorandum of agreement on Friday to strengthen coordination among the education, training, and employment sectors in an effort to address the persistent problem of skills mismatch.

The agreement forms part of the Regional Career Development Support Program (CDSP) and introduces the CARE Synergy Framework, a structured approach aimed at creating a seamless transition from career guidance to employment. The framework focuses on four core areas: career guidance and assessment, access to training and job matching, referral for employment or livelihood, and employment with continuous skills development. Officials said the initiative is designed to better align workforce capabilities with industry demands and improve long-term employability.

Signatories to the agreement included regional officials from the Department of Labor and Employment, Department of Science and Technology, Commission on Higher Education, and Professional Regulation Commission, along with representatives from the Department of Education, Technical Education and Skills Development Authority, and various career and human resource organizations.

The signing coincided with a Labor Day job fair that offered more than 7,000 job vacancies. As of early afternoon, dozens of applicants had already been hired on the spot, while others were considered near hires. Labor officials said the job fair demonstrated strong collaboration among government agencies and partners to expand access to employment opportunities.

Authorities emphasized that amid ongoing digital transformation and the rise of new industries, aligning education systems with labor market needs remains a priority. The initiative aims to provide Filipinos with clearer career pathways and improve workforce readiness through coordinated support across sectors.
