Tokyo Considers Hosting Harvard Foreign Students Amid U.S. Uncertainty

    • Shimane University launched a support program in 2022 for students and researchers affected by Russia’s invasion of Ukraine, offering free housing, research facilities, and language support.
    • Over 30 Ukrainians were enrolled in the initiative by March 2024, with counseling and Japanese language lessons also provided to aid integration.
    • Harvard University faces a temporary block on admitting foreign students after the U.S. DHS revoked its SEVP certification under the Trump administration; legal proceedings are ongoing.

    The university had also initiated a program in 2022 to temporarily house researchers and students who couldn't pursue studies because of Russia's invasion of Ukraine, providing research facilities and accommodation for free.

    Based on the official website of the university, over 30 students and researchers have been enrolled in the program as of March end 2024. Apart from financial assistance, Japanese language lessons and counseling services were also offered.

    The administration of U.S. President Donald Trump has acted to terminate Harvard's capacity to admit foreign students and compel current foreign students to transfer or become illegal by choosing to withdraw the university's certification of its Student and Exchange Visitor Program.

    But foreign students are required to stay enrolled at the university pending a temporary injunction granted by an American federal district court, as the validity of the administration's move is held in abeyance. The Japanese institution stated that it is continuing to seek details.

    Earlier, it was announced that the U.S. Department of Homeland Security (DHS) officially revoked Harvard University's certification under the Student and Exchange Visitor Program (SEVP), essentially prohibiting the school from admitting foreign students.
