Philippines Pushes Responsible AI Skills in Basic Education Reform

    The launch of the National Artificial Intelligence Center for Research and Innovation (NAICRI) has strengthened the Philippines’ push to prepare students for an AI-driven future, while ensuring technology is used responsibly in basic education.

    Led by the Department of Science and Technology, NAICRI is positioned as the country’s central hub for artificial intelligence research and innovation. For the Department of Education (DepEd), the initiative aligns closely with ongoing reforms in digital learning, workforce readiness, and governance.

    Education Secretary Sonny Angara said the goal is to ensure Filipino learners gain relevant AI skills for future jobs, while safeguarding fairness, safety, and ethical use in classrooms. DepEd plans to embed AI across the system through three pillars: using AI in education, teaching students about AI, and applying AI to improve education systems.

    Key programs include Project TALINO, which uses digital mapping to guide school planning and infrastructure support; Project DUNONG, which automates national exams for school leaders; and Project SALIKSEEK, a generative AI tool that cuts education data retrieval time from weeks to seconds.

    To set clear guardrails, DepEd has also issued national guidelines on AI use in basic education. These rules promote inclusive, human-centered innovation and ban high-risk applications such as manipulative chatbots for minors, biometric emotion tracking, and social scoring.

    Together, these efforts aim to equip students with future-ready skills while building trust and responsibility into AI-powered learning.
