TESDA Expands Global Ties to Boost Filipino Skilled Workforce

The Technical Education and Skills Development Authority (TESDA) is further expanding its international collaborations to strengthen the quality of technical-vocational education and training (TVET) in the Philippines while opening more global employment opportunities for skilled Filipino workers. As industries around the world continue to seek highly trained professionals, TESDA is building stronger partnerships with foreign institutions, training organizations, and industry leaders to ensure that Filipino workers remain globally competitive.

During the opening ceremony of WorldSkills Philippines Calabarzon held in Calamba City, Laguna, TESDA Deputy Director General for TVET Partnership and Linkages Nelly Nita Dillera highlighted the agency’s growing network of international partners. According to Dillera, TESDA’s collaborations now extend far beyond local enterprises and academic institutions, with several foreign organizations regularly visiting the Philippines to study and benchmark the country’s training systems and facilities.

She explained that many international groups recognize the strengths of Philippine training centers, particularly the TESDA Women’s Center and regional training institutions that continue to produce highly skilled graduates. These visits often lead to discussions on future collaborations focused on improving training quality, modernizing curriculum content, and enhancing the skills of Filipino trainees through international standards.

Dillera emphasized that TESDA’s partnerships are designed to address the rapidly changing demands of global industries. Through these collaborations, foreign partners are exploring opportunities to share updated training programs, advanced equipment, and technical expertise with TESDA. In some cases, international institutions are also willing to provide certification programs that can be adapted locally, allowing Filipino workers to earn globally recognized certifications without needing to study abroad.

The agency believes that such initiatives will significantly improve the employability of Filipino workers in key industries including tourism, healthcare, construction, manufacturing, and information technology. These sectors continue to experience increasing global demand for skilled labor, and Filipino workers are already widely respected for their adaptability, work ethic, and technical competence.

TESDA’s growing international presence also reflects the broader goals of the administration of President Ferdinand Marcos Jr. and TESDA Secretary Francisco Kiko Benitez, who continue to promote TVET education as a practical and sustainable pathway toward economic growth and career advancement. By strengthening industry linkages and aligning training standards with global requirements, TESDA aims to provide more Filipinos with stable employment opportunities both locally and overseas.

According to Dillera, these international partnerships usually begin with exploratory discussions where both sides evaluate each other’s capabilities and identify areas for collaboration. These may include curriculum development, faculty training, technology sharing, and workforce preparation programs. Several foreign organizations have also expressed strong interest in hiring Filipino workers in the future, recognizing the country’s reputation for producing skilled and reliable professionals.

To formalize these collaborations, TESDA enters into Memoranda of Agreement (MOA), Memoranda of Understanding (MOU), and various transnational education and training programs. These agreements are essential in ensuring that certifications earned by Filipino trainees are recognized internationally, making it easier for them to work or pursue further education abroad.

One important initiative supporting this goal is the ASEAN Mutual Recognition Agreement, which allows Filipino workers to bring their Philippine certifications to participating countries and have them recognized by schools, institutions, and employers overseas. This arrangement provides greater mobility for skilled Filipino professionals and increases their chances of securing high-quality jobs in international markets.

As global industries continue to evolve with new technologies and higher competency standards, TESDA remains committed to upgrading the Philippine technical-vocational education system. Through stronger international cooperation, access to modern training systems, and globally aligned certifications, the agency hopes to empower more Filipinos with the skills needed to succeed in the highly competitive global workforce while contributing to the country’s long-term economic development.
