Hung Yen Promotes Labor Cooperation, Supports Overseas Workers

    A growing push to strengthen international labor education and workforce development took center stage in Hung Yen Province, Vietnam, as local officials met with representatives from the Japan International Cooperation Agency (JICA) to discuss a new initiative aimed at improving overseas employment opportunities for Vietnamese workers.

    The meeting, led by Vice Chairman of the Hung Yen Provincial People’s Committee, focused on the ongoing JICA job information system project, which is designed to support Vietnamese citizens seeking contract-based employment in Japan. The initiative is being developed in coordination with Vietnam’s Department of Overseas Labor Management and aims to create a more transparent, accessible, and efficient system for connecting job seekers with verified overseas recruitment opportunities.

    During the discussion, provincial officials highlighted Hung Yen’s strong demographic advantages, noting its large population of around 1.7 million people and a young, active workforce. Each year, approximately 7,000 workers from the province go abroad for employment, with Japan emerging as one of the most important destinations. Of the roughly 23,000 Hung Yen workers currently employed overseas, nearly 40% are working in Japan, reflecting strong bilateral labor ties and trust in the quality of Vietnamese workers.

    The provincial leadership emphasized that human resource development and vocational training programs are central to its long-term economic strategy. Officials stressed the importance of improving foreign language skills, technical training, and cultural readiness so workers can better integrate into international workplaces, particularly in Japan’s highly structured labor market.

    JICA representatives shared updates on the project’s progress, explaining that the digital platform is designed to reduce reliance on intermediaries, minimize recruitment risks, and give workers direct access to reliable job information. They also expressed interest in expanding collaboration with Hung Yen through enhanced training programs, stronger communication efforts, and deeper engagement with local education and employment centers.

    Both sides agreed on the need to further strengthen Vietnam-Japan labor cooperation, particularly by linking Japanese businesses with Vietnamese training institutions to ensure skill alignment with market demand. The discussions also touched on improving safety, legal awareness, and cultural understanding for workers preparing to go abroad.

    Hung Yen authorities reaffirmed their commitment to supporting the initiative, assigning the Department of Home Affairs to coordinate implementation and ensure the system is effectively introduced to workers across the province. Officials described international labor cooperation as a key driver of employment, income growth, and technology transfer, positioning it as an essential part of the province’s broader development and education strategy.
