The Technical Education and Skills Development Authority (TESDA) has started construction of its Regional Technical-Vocational Education and Training (TVET) Innovation Center (RTIC) in Iloilo to widen access to skills training across Western Visayas.
Secretary Jose Francisco Benitez led the groundbreaking, highlighting the center’s role in preparing workers for evolving industry demands. He described it as more than a building, calling it “the center of innovation of the TVET ecosystem in Panay”. The facility will provide demand-driven, industry-led, and future-ready training to equip learners with skills relevant to local and regional industries.
The center is part of the nationwide Supporting Innovation in Philippine Technical and Vocational Education and Training (SIPTVET) project, supported by the Asian Development Bank. It will also help workers upskill and adapt to technological changes. During the ceremony, TESDA signed agreements with the Southeast Asian Fisheries Development Center (SEAFDEC) and Meralco, awarded a TVET program registration certificate, and formalized a deed of usufruct with the Buenavista local government in Guimaras.

By combining modern training infrastructure, industry collaboration, and a focus on future skills, TESDA aims to strengthen workforce readiness and improve access to technical education across Western Visayas.
